Social Security and Digital Transformation: AtestMed and the Decline of Judicialization in the Fifth Industrial Revolution

Abstract

This study investigates how the implementation of AtestMed, digital tool introduced by the Brazilian Social Security Institute (INSS) to streamline disability benefit requests, may have influenced the volume of judicial claims filed. Using monthly data from January 2022 to July 2024, we analyze the behavior of judicial filings in relation to the number of processed benefit requests, including both granted and denied cases. We apply time series decomposition techniques to detect changes in trends and seasonal patterns before and after the program's implementation. The findings point to a decline in the ratio of judicial claims per processed administrative decision following AtestMed, suggesting that digitalization and procedural simplification can contribute to reducing litigation in the social security system. The article discusses both the opportunities and challenges of implementing human-centered technological innovation in public administration, highlighting AtestMed as a tangible example of how Social Security can evolve in alignment with the values of the Fifth Industrial Revolution.

  • Dra. Renata Alcoforado, Universidade Federal de Pernambuco

    Renata Alcoforado holds a PhD in Applied Mathematics to Economics and Management, awarded summa cum laude by ISEG – University of Lisbon, Portugal. She also earned a Bachelor's degree in Actuarial Sciences from the Federal University of Pernambuco (summa cum laude, 2013). She is an associate professor in the Department of Accounting and Actuarial Sciences at UFPE, an active member of the Portuguese Actuarial Institute, and a researcher at CEMAPRE – Center for Applied Mathematics to Economic Forecasting and Decision. Currently, she is a postdoctoral researcher as part of the Chaire d'Excellence “ACTIONS” (Actuaries for Change in Technologies and Insurees Opportunities for Next Steps). She previously served as a Presidential Advisor at INSS and was a member of the Technical Group on Social Security of the Governmental Transition Office. She is also a member of the Advisory/Editorial Board of (In)justice International – A Global Collective. Her research interests include risk and ruin theory, social security, pension funds, and insurance. Renata is a dual citizen of Brazil and Portugal.

    Pedro Augusto Tenório é graduando em Ciências Atuariais pela UFPE, com experiência em análise de dados (INSS) e assistência administrativa (UFPE). Atua com automação de planilhas e análise estatística em R, Python e Power BI. Possui pesquisa sobre os benefícios socioeconômicos do AtestMed em congresso internacional. Tem interesse em políticas públicas, modelagem atuarial e análise de dados.
